MEMBERSHIP IN FPUSA


Members of Federation Pétanque USA are also, automatically, members of the International Governing Body: La Fédération Internationale de Pétanque et Jeu Provençal. We subscribe to the rules and regulations of the International Federation which governs the worldwide nature of the sport. This allows for a smooth transition for U.S. players to enter International competitions as they progress through local, to regional, to U.S. National events.

While many Pétanque players are content with playing social games with their local club, others may thirst for the thrill of higher level competitions and FPUSA serves both types of members with a full schedule of state, regional and national qualifying events which are being continually improved through the effort of our National Sport Committee. *NOTE: 100% of your club's members must be individually registered with FPUSA in order to maintain active club membership. See further notes below.

Notes:

a. New Clubs need minimum 10 members in order for club to join FPUSA and pay $80 Club Membership fee.

b.Standard Sports Waiver and Release must be signed by each member of your club and the original provided to the FPUSA Secretary at the time of registration. It will be kept on file by the Federation. We recommend you maintain a copy of each in your club files.

c. There is a $5 penalty for renewals received after January 31 of the applicable year. New members may register at any time without penalty.


1. Club Membership Form - Club Membership Form - Use this form to make your New Club application to join the Federation. A minimum of 10 individuals is required at time of application to establish your club.

Club Membership fee is $80 for 2008.

Club memberships are applied for by the Secretary or other designated person in or your club. Please contact this person regarding your membership in your club - and, therefore, in FPUSA, as the Secretary has a special forms used for applying for membership. If you do not belong to a club and wish to be a member, and you meet the requirements of Independent Membership see that section below.

Membership in Federation Petanque, USA is intended for Pétanque Clubs and their individual members. All memberships run Calendar year, January 1 through December 31, or any part of that year.

There are two types of "Individual Membership". Individuals who are registered by their Pétanque Club, and "Independent members" who may join, for a $20 fee, when living more than 50 miles from the nearest club and too distant to participate in a club's activities.

Clubs joining FPUSA are affiliated with the U.S. Governing Body of Pétanque and membership benefits include:

  • INSURANCE:
    The organization, its clubs and their members, are party to FPUSA's general liability insurance coverage protecting them against claims of loss or damage for which a policyholder might have to compensate another party. The policy covers losses resulting from acts or omissions which are legally deemed to be negligent and which result in damage to the person, property, or legitimate interests of others. FPUSA's insurance is in force during official activities of members clubs on their premises, as well as at FPUSA Sanctioned Events. Certificates of Insurance are available to clubs who are required, by terms of a lease or other document, to show proof to landlords of this coverage.
  • COMMUNICATION:
    All individual members of FPUSA in good standing receive, via E-mail, "The Boule Sheet", the official newsletter of FPUSA which is E-mailed at least 3 times a year.
  • COMPETITION:
    Registered members of FPUSA each receive a Membership License (Card) and may apply to play in all FPUSA Sanctioned Events for which they are qualified, as well as all events and activities of their member club. Membership Licenses are generally sent to the President of the applying club for the club's President's signature. Photos may be attached to Membership Cards and TWO COPIES of the passport-sized photo must be sent along with application.


3. 2008 FPUSA Independent Membership - for those wishing to support FPUSA and who live more than 50 miles from a member club.

FPUSA BYLAWS REGARDING MEMBERSHIP

ARTICLE II - Membership, Dues and Fees

The FPUSA has three types of membership: club, individual and commercial. These will be addressed respectively in Section A, Section B and Section C below.

SECTION A - Club Membership

  1.     The President of FPUSA is authorized to extend provisional affiliation to any club upon application and payment of the first-year's dues and fees.
  2.    Full affiliation of a provisionally affiliated club is conferred only by vote of the Board of Directors. At a Board meeting wherein a club is to be considered for full affiliation, this vote shall be made the first item of business, thereby facilitating priority consideration.
  3.    A provisionally affiliated club has the same rights and privileges of a fully affiliated club except for the right to vote for Officers and Counselors of FPUSA.
  4.    In considering a club for full Federation affiliation, the Board of Directors must assess the likelihood that the club will carry out a continuing program of Pétanque activities in the future, based on the achievements and organizational strength shown by the club. In the case of a new club without prior history, the Board may delay the vote on full affiliation until the club has had sufficient time to demonstrate its viability.
  5.    In the case of an application from a club located close to an existing club affiliated with FPUSA, the affiliated club must be consulted by the President or Board of Directors before any affiliation action, whether provisional or final, is taken on the application. This provision in no way affects the continuing affiliation of clubs in a common area that was already affiliated either with FPUSA or The American Pétanque Association prior to June 30, 1986.
  6.    Application forms for club affiliation should provide for signatures of at least 10 club members, one of them being the President of the club, and should indicate that the signatories agree to uphold the purposes of FPUSA.
  7.    In order to be considered an application for FPUSA club affiliation must be accompanied by remittance of established first-year dues and fees for the club and for individual members of the club. In the event that the application is denied, all remittances will be returned.
  8.    All clubs affiliated with FPUSA must grant individual membership to applicants without regard to race, creed, color, nationality, sex, religion, age or physical handicap.
  9.    Club dues and fees shall be in an amount established by the Board of Directors.
  10.    Each Federation club must submit a list of the names and addresses of its individual members to FPUSA treasurer whenever it submits initial and/or annual payments of individual dues and fees. This is to assure that FPUSA has a full list of members for communication and other purposes.

SECTION B - Individual Membership

  1.    There are two categories of individual members: (1) those who are members of local clubs and (2) others. Individual members who are not members of local club shall be termed "Independent Individual members". This category of membership is intended for persons residing too distant from an affiliated local club to participate in club activities on a regular basis. All clubs are, however, encouraged to allow participation of visiting Independent Individual Members in their activities.
  2.    Annual FPUSA dues and fees, both individual and club, extend from January 1 through December 31 of each calendar year. A person or club joining FPUSA after Labor Day shall be considered paid throughout the entire calendar year. Normally, annual dues and fees are payable to FPUSA on January 1.
  3.    Annual dues shall be established by the Board of Directors and shall include the fee for individual membership in La Fédération Internationale de Pétanque et Jeu Provençal. Other established fees may also be included.
  4.    No raise in dues shall take effect for a given year unless all Clubs and all Individual Members (both within Clubs and Independents) are informed of the raise at least Ninety (90) days prior to the date of commencement of that dues year.

SECTION C - Commercial Membership

  1.    Commercial membership may be extended to hotels, resorts and other commercial establishments where Pétanque facilities are available for use of their customers.
  2.    The president of FPUSA is authorized to extend provisional affiliation to any commercial member upon application and payment of the first year's dues and fees.
  3.    Full affiliation of a provisionally affiliated commercial member is conferred only by vote of the Board of Directors. At a Board meeting wherein a commercial member is to be considered for full affiliation, this vote shall be made the first item of business, thereby facilitating priority consideration.
  4.    A provisionally affiliated commercial member has the same rights and privileges as a fully affiliated commercial member.
  5.    In considering a commercial member for full federation affiliation, the Board of Directors must assess the likelihood that the commercial member will carry out a continuing program of Pétanque activities in the future, based on the achievements and organizational strength shown by the commercial member. In the case of a new commercial member without a prior history, the Board may delay the vote on full affiliation until the commercial member has had sufficient time to demonstrate its viability.
  6.    Application forms for commercial membership should provide for a description of the business of the proposed commercial member, a description of the Pétanque facilities of the proposed commercial member, a description of the proposed Pétanque activities of the proposed commercial member, and the signature of at least one individual FPUSA member who is associated with the proposed commercial member (e.g. by being employed there, or by being an owner or part-owner of the commercial member). Such application forms should also indicate that signatories agree to uphold the purposes of FPUSA.
  7.    In order to be considered, an application for FPUSA commercial member affiliation must be accompanied by remittance of established first-year dues and fees for commercial members.
  8.    All commercial members affiliated with FPUSA must grant the use of their facilities to their customers without regard to race, creed, color, nationality, sex, religion, age or physical handicap.

SECTION D - Arrears In Dues

  1.    If dues are unpaid by April 1 of a given calendar year, the delinquent party, whether Independent member or club, shall be sent a reminder notice by the Treasurer. If the delinquency continues through May 15, a final reminder notice will be sent, indicating that the delinquent party is subject to imminent suspension of membership privileges (including the right to play in closed tournaments sponsored by FPUSA or by La Fédération Internationale de Pétanque et Jeu Provençal). If payment is not received by June 15, the party will be sent a letter by the President indicating that all privileges are suspended.
  2.    If delinquency continues through December 31, the delinquent party will be considered a non-member of FPUSA, dismissed for failure to pay dues.
  3.    A club or member suspended because of delinquency in dues will be reinstated to full privileges upon payment of the amount delinquent. A club or member dismissed because of delinquency in dues must reapply for membership. In the case of dismissal of a club membership, re-affiliation must be voted by the Board of Directors as in the case of new affiliation.
